Graduated in Law from the Fluminense Federal University and in Diplomacy from the Rio Branco Institute, as well as receiving an honorary doctorate in Letters from Georgetown University in Washington, D.C. He was Brazil’s ambassador to Argentina, the United States and Croatia, as well as Permanent Representative to the United Nations. He held the position of Minister of External Relations from 2015 to 2016 and, in 2023, was nominated for the position again by President Luiz Inácio Lula da Silva.
